BREAKING: Baby Olivia Act, Patient Protection Act Advance to Senate after Final House Session of 2025
COLUMBUS—Earlier today, the Ohio House of Representatives passed House Bill 485 (HB485), the Baby Olivia Act, and House Bill 324 (HB324), the Patient Protection Act. The Baby Olivia Act ensures students receive accurate education in human development, and the Patient Protect Act implements common-sense safeguards for high-risk drugs like mifepristone.
The Baby Olivia Act, sponsored by Rep. Melanie Miller (R-Ashland), requires all Ohio public schools to teach human growth and development in grades 5–12. This includes showing a high-definition ultrasound video of early fetal development and a video that depicts each stage of a baby's development from fertilization to birth, such as Meet Baby Olivia.
The Patient Protection Act, sponsored by Rep. Adam Mathews (R-Lebanon) and Rep. Meredith Craig (R-Smithville), requires in-person exams, clear disclosure of risks, and follow-up care for drugs that cause serious adverse effects in over 5 percent of patients.
A recent study shows that mifepristone leads to serious complications—hemorrhaging, sepsis, hospitalization—for nearly 1 in 9 women, which is 22x higher than the FDA’s label suggests. The Patient Protection Act ensures patients have the information and supervision needed for their safety.
