Stop the Exploitation: Protect Ohio’s Children and Modernize Indecent Exposure Laws

The Indecent Exposure Modernization Act (HB249), sponsored by Representatives Angie King and Josh Williams, addresses a dangerous gap in Ohio law. 

This gap allowed a naked man to expose himself to young girls in an Ohio YMCA locker room without legal consequences.

 Because a Green County judge chose to use the undefined term “private parts” instead of the clearly defined term "private area," the obese, trans-identified man was not charged with indecent exposure due to the fact that his stomach covered his genitalia. HB249 replaces this outdated language with the term “private area.” This change ensures sexual predators can no longer hide behind technicalities while traumatizing children.

The threat to children extends beyond the locker room and into the public square. HB249 ensures that obscene performances stay in adult venues by applying existing "material harmful to minors" standards to public performances. This prevents activists from targeting children with simulated sex acts and exposed genitalia.

"It's only in politically motivated rooms like this that you find entire groups of people attempting to justify some sick right of adults to publicly expose children to their kink and fetishes," said David Mahan, CCV Policy Executive Director. "Half-dressed adults prancing around provocatively in front of children in public, or fully naked men walking around little girls’ locker rooms, must no longer be tolerated on our watch."
