House Republicans plan to send “dozens and dozens” of staff members across the country next Tuesday to monitor the midterm elections in close House races. The effort is run by the Committee on House Administration, which has jurisdiction over federal elections, and Chairman Bryan Steil, R-Wis., said it will be “the most robust program the House has ever done.”

The committee runs an annual election watcher program. This year, Steil said the program is expanding because many House races are expected to be close and control of the House is at stake. Observers will be placed in districts where the committee expects tight contests, with their work varying by state law and local election procedures.

Steil said some observers may work long shifts while polls are open and, in some places, continue watching as ballots are counted. He pointed to Florida as a state where election work may finish earlier in the evening, and California as a state where counting can continue for days because ballots may arrive after polls close. He also cited a past Milwaukee tabulation issue where “thousands of ballots would have to be recounted.”

The observers will document what they see and stay in contact with Steil and the committee on Election Day. Steil said that documentation could help the committee decide whether to send more resources, seek recounts or bring court challenges if problems arise.

Congress protected access for congressional election observers through the Confirmation of Congressional Observer Access Act, enacted in 2024. The program is open to House staffers other than interns. Democrats may run their own observer program under the law, though not in coordination with Republicans. For the country, the issue is not only who wins close races. Voters need elections conducted by clear rules, watched carefully and counted honestly.
